Job Summary

As the Head of Human Resources for the City of Zittau, you will lead the personnel department, overseeing organizational structure, financial planning, and staff management. Your day-to-day responsibilities will include managing the full recruitment lifecycle, from conducting interviews to finalizing employment contracts, as well as serving as the primary point of contact for employee personnel matters. You will play a crucial role in labor relations, collaborating with the staff council, negotiating service agreements, and developing HR concepts. Additionally, you will be responsible for precise personnel cost planning and budget control. This role is ideal for a dedicated administrator or HR professional who thrives in a public sector environment. Required Skills

Education

University degree (Bachelor or Diploma) in Public Management, General Administration, or Business Administration, or certification as a Public Administration Specialist (Verwaltungsfachwirt AII) or equivalent.

Experience

  • Professional experience in human resources or public administration
  • Experience in personnel management and organizational oversight
  • Leadership experience is highly desirable
  • Experience with German public sector regulations and collective bargaining agreements (TVöD)

Languages

German (Fluent)

Additional

  • Must possess extensive knowledge of German legal frameworks including SächsGemO, TVöD, SächsKomHVO, SächsPersVG, KSchG, SächsBG, TzBfG, TVG, NachwG, MuschG, BEEG, BGB, social security law, tax law, and working time regulations (ArbZG). Proficiency in German (C1 level) is mandatory.
