Job Summary

The City of Bad Schwartau is seeking a dedicated leader to head the Human Resources and Organization department. In this full-time role, you will manage a team of five employees, overseeing the strategic and operational aspects of HR, including personnel budgeting, staffing plans, and complex labor law matters. You will be responsible for making fundamental decisions regarding organizational structure, handling legal disputes and representation in court, and managing the Occupational Reintegration Management (BEM) process. This position is ideal for a professional with strong legal expertise in German public service law and a desire to shape modern administrative processes. Required Skills

Education

Administrative Specialist with Employee Examination II, or a University degree in Public Management (Diplom-Verwaltungswirt / Bachelor of Arts), or a University degree in Law (Bachelor of Laws, Diplom, or First State Examination). Trainer Aptitude Certification (ADA-Schein) is required.

Experience

  • Professional experience in Human Resources management and administration
  • Leadership experience in a management position, preferably within an HR context
  • Experience in the legal assessment of complex facts and case law
  • Experience in handling administrative procedures and legal representation
  • Proven experience in organizational management and personnel cost calculation

German (Fluent)

Additional

  • Valid Class B driver's license required. Willingness to attend political committee meetings outside of regular business hours. For foreign degrees, a ZAB (Central Office for Foreign Education) certificate evaluation must be submitted.
