Job Summary
This role involves managing procurement and tendering processes for the University of Police and Public Administration of North Rhine-Westphalia (HSPV NRW). As a key member of Department 22, you will be responsible for conducting both high-value and low-value tender procedures for supplies, services, and construction projects. Your daily tasks will include advising internal departments on the preparation of tender documents, conducting training sessions, and maintaining statistical data related to procurement activities. A significant focus of the position is supporting a major new construction project. This role is ideal for a public administration professional with a strong legal and pragmatic mindset. Required Skills
Education
Completed career examination for the second group of the first entry level in non-technical administrative service (Laufbahngruppe 2, 1. Einstiegsamt) or completion of the Administrative Course II (Verwaltungslehrgang II). A Master's degree in Business Law or Real Estate Management is preferred.
Experience
- 3+ years of professional experience in procurement law, specifically within purchasing or tendering departments
- 3+ years of professional experience in real estate projects and property management
- Professional experience within a university or higher education administration context is preferred
- Experience in conducting tender procedures above and below EU thresholds

- Must meet the requirements for German civil servant status (A12) or equivalent public service collective agreement (TV-L EG 11). Willingness to travel to Gelsenkirchen for interviews is required.
