Job Summary

This permanent role at the Ministry of Finance of North Rhine-Westphalia (NRW) bridges the gap between technical innovation and legal compliance. Working across two departments, you will spend 60% of your time in Department VI 4 focusing on the strategic legal framework for cloud projects, data center collaborations, and the implementation of the EU AI Act. The remaining 40% is dedicated to Department III A 1, where you will help establish a cross-departmental Competence Center for IT and AI Law. Your daily responsibilities involve translating complex technical requirements into actionable legal solutions, advising senior leadership on IT security and procurement law, and representing the ministry in inter-ministerial working groups. Required Skills

Education

Second State Examination in Law (Qualification for Judicial Office / Befähigung zum Richteramt). A university degree in Law is mandatory.

Experience

  • Professional experience in IT law and legal assessment of modern technologies such as Cloud, Containers, or AI
  • Experience in navigating complex legal frameworks including the EU AI Act and national tax/administrative regulations
  • Proven ability to translate technical system architectures into legal implications for non-legal experts
  • Experience in public administration or inter-ministerial coordination is beneficial
  • Successful completion of the Management-Select-Procedure for career group 2.2 is required
