Job Summary
The Senator for Children and Education in Bremen is seeking an experienced leader to head the Central Services department. In this high-level executive role, you will manage a broad portfolio including human resources, legal services, financial management, real estate, and IT infrastructure. You will be instrumental in driving strategic initiatives such as the development of a new daycare financing system, the implementation of all-day schooling, and the modernization of budget management within the state of Bremen. This position offers a significant opportunity to shape organizational development and digital integration in the educational sector. You will act as a key interface between departments and represent State Secretaries in permanent matters. The role is initially offered on a two-year probationary basis for both civil servants (B4 grade) and salaried employees, emphasizing a commitment to leadership excellence and long-term organizational transformation.
Required Skills
Education
Master's degree or University Diploma in Business Administration, Economics, Public Administration, or Law (including 1st and 2nd State Examinations). For civil servants: Eligibility for the second entry level of career group 2 in General Services.
Experience
- Several years of proven experience in leading and managing a large organizational unit
- Demonstrated experience in motivating and developing teams
- Extensive practical experience in budgetary law, budget preparation, and controlling
- Experience in managing change management processes and organizational development
- Experience navigating political decision-making processes
- Professional experience in public administration and administrative law is highly preferred
