This role involves leading the 'Payroll and Personnel Administration' team for a municipal government. You will be responsible for coordinating the implementation of collective bargaining and statutory regulations within the public service sector. Day-to-day tasks include managing complex payroll cases, overseeing travel expense management, and handling administrative personnel matters for both employees and civil servants—such as processing hires, terminations, promotions, and sick pay supplements. You will also develop and control strategic concepts for the department. Required Skills

Education

Degree in Public Management (Bachelor/Diploma), Public Administration, or a degree with a focus on administrative law. Alternatively, qualified Administrative Specialists with the intent to complete the 'Verwaltungsfachwirt' advanced training.

Experience

  • Professional experience in personnel administration is required
  • Experience in municipal administration or the public service sector is preferred
  • Proven experience in team leadership and staff coordination
  • Practical experience in processing complex payroll and social security cases
  • Experience in applying collective bargaining agreements (TVöD)
