Job Summary
The Central Organizational Manager will be responsible for driving organizational development and change management initiatives within the District Administration of Nordwestmecklenburg. Key daily tasks involve preparing, executing, and planning organizational reviews, including detailed task analysis and surveying techniques to establish the current state (IST-Zustand). The role requires defining optimization goals, designing the target state (SOLL-Stand), and developing suitable implementation measures. A core function is conducting personnel requirement assessments and creating decision and resolution templates for management. The ideal candidate holds a degree in Public Administration, Public Management, or a related field like Business Economics or Process Management, and should bring several years of professional experience in organizational or change management. Success in this position requires strong analytical skills, excellent communication and moderation abilities, and detailed knowledge of organizational review methodologies and economic efficiency assessments.
Required Skills
Education
Completed university degree (FH Diploma, Bachelor, or comparable) in Public/General Administration, Public Management/Administration, Administrative Sciences, Business Economics, Project/Process Management, or a relevant technical discipline.
Experience
- Several years of practical professional experience in organization or change management
- Detailed knowledge of organizational review methods and techniques
- Experience in applying economic efficiency assessment methods
- Experience in applying workplace PC software (MS Office)
Languages
Additional
- Class B driving license required, combined with the willingness to use a private vehicle for official purposes against compensation; Basic knowledge of legal frameworks for municipal administration, administrative procedure law, TVöD, and the EU Data Protection Directive; For foreign university degrees, a credential evaluation from the Central Office for Foreign Education (ZAB) is required for employment.
