Job Summary
The Lower Saxony State Office for Salaries and Supplies (NLBV) is seeking a dedicated Controlling Specialist in Hannover to strengthen its Controlling Staff Unit. This role is pivotal in establishing, maintaining, and developing comprehensive financial controlling and residual forecasting, ensuring the timely and accurate management of the agency's budget. Day-to-day tasks include central coordination of the budget preparation process, generating key performance indicator reports for leadership, and handling personnel cost planning and booking. A significant focus is on the non-personnel cost sector, involving the analysis of budget applications, proposal creation for financial planning, and continuous monitoring and correction of fund flows. The ideal candidate possesses deep specialized knowledge of budgetary law, performance-oriented budget management (LoHN), and cost accounting (KLR), coupled with extensive experience in organizational structure and processes within the NLBV. This is a challenging, newly established position requiring high levels of autonomy and analytical thinking, offering an unlimited contract and flexible working models in a supportive public service environment.
Required Skills
Education
Qualification for the second entry-level of career group 1 OR successful completion of training as an Administrative Specialist OR completion of Employee/Administrative Course I OR training as a Commercial Clerk for Office Management at a public sector employer
Experience
- Versatile and long-standing experience in the organizational structure and processes of the NLBV
- Professional experience in financial controlling and residual forecasting
- Experience in central steering of budget preparation procedures

Additional
- Must possess deep and comprehensive specialized knowledge in budgetary law and budgeting in the field of performance-oriented budget management of Lower Saxony (LoHN). Willingness to quickly acquire any missing knowledge is mandatory. The position is conditionally suitable for part-time work (minimum 3/4 of the regular weekly working hours).
