Job Summary

The Verbandsgemeinde Wöllstein, a municipal association in Rheinland-Pfalz serving approximately 12,000 residents, is seeking a Head of Finance Department to lead its newly formed finance division. This full-time, permanent role involves coordinating and controlling all departmental processes, providing goal-oriented leadership, and organizing the financial administration. Key responsibilities include planning and monitoring the execution of municipal accounting, specifically drafting budget plans and preparing annual financial statements. The successful candidate will also manage medium and long-term financial and investment planning, oversee tax and levy matters, and handle cash and liquidity management. Essential qualifications include eligibility for the third entry-level civil service career path in Administration and Finance, or an equivalent scientific degree, paired with at least three years of professional experience in public (municipal) accounting and several years of leadership experience. The role requires deep knowledge of double-entry bookkeeping (Doppik) and relevant municipal and administrative law, along with a commitment to working outside standard office hours when necessary.
