Job Summary

This pivotal role involves serving as the Deputy Head of the Human Resources Department for the city of Germering, a large district town near Munich. The successful candidate will operate at the intersection of leadership and operational expertise, focusing on three core areas: strategic support, comprehensive personnel administration, and specialized responsibility for Occupational Health Management (BGM) and occupational safety. Day-to-day tasks include assisting the department head with team leadership and HR steering, optimizing and digitizing HR processes, and independently managing all personnel law matters for a defined division—from recruitment and contract creation to employee departures. A key focus is the operational implementation and strategic development of health promotion measures, coordinating medical services, managing sick leave statistics, and overseeing reintegration management (BEM). The position requires a degree in Administration or Business Administration with an HR focus, or equivalent qualifications, coupled with strong knowledge of labor and collective bargaining law, ideally within the public sector.

Required Skills

Education

Successfully completed degree in Administration or Business Administration with a focus on Human Resources, or a comparable qualification (e.g., BL II / AL II with profound professional experience in HR)

Experience

  • Professional experience in operational personnel administration
  • Foundational knowledge of labor and collective bargaining law
  • Experience in the public service sector (TVöD, TVL) or comparable areas (e.g., AVR) is advantageous
  • Experience with the PWS payroll system (AKDB) is beneficial
  • Knowledge or further training in Occupational Health Management (BGM) and Occupational Safety is ideal
