This role involves driving digitalization initiatives within the Ministry for Labor, Health, and Social Affairs in North Rhine-Westphalia, with a strong focus on the recognition of foreign professional qualifications. The successful candidate will identify necessary legal changes at federal and state levels to enable seamless digital administrative processes, particularly in professional recognition and public health services. Key responsibilities include accompanying legislative procedures, drafting legal opinions on federal and state laws, and evaluating the legal implications of new technologies like cloud and AI. The position requires a strong legal background, excellent analytical skills, and the ability to work independently and collaboratively to develop strategic solutions for digital transformation within the public sector.

Required Skills

Education

Completed university degree in Law (including 2nd State Examination)

Experience

  • Professional experience in identifying legal amendment needs for digital services
  • Experience in accompanying legislative processes and drafting legal opinions
  • Experience in designing state-level laws and decrees with a focus on digital administrative procedures
  • Experience in assessing the legal applicability of new technologies (Cloud, AI)
  • Experience in conducting legal reviews and preparing opinions for projects (e.g., GDPR, EU AI Act, procurement procedures)
