Job Summary
As a Business Analyst within the Digital Health and Quality division of the cantonal administration, you will serve as the primary liaison between business stakeholders and IT implementation teams. Your core mission involves advising health sector professionals on defining needs and implementing necessary IT solutions, while also acting as the project owner (Maître d'Ouvrage) for critical information system projects. Key responsibilities include conducting workshops and interviews to identify and clarify requirements, formalizing these needs into detailed functional specifications for the project executor (Maître d'Oeuvre), and analyzing existing business processes to identify areas for improvement. You will design target processes aligned with Vaud cantonal administrative best practices, ensuring compliance with operational and regulatory constraints, especially regarding data protection. Furthermore, you will manage project implementation phases, organize functional testing, define acceptance criteria, and provide specialized expertise in change management, documentation, and training. This role requires strong analytical skills and the ability to bridge the gap between technical experts and end-users.
Required Skills
Education
Master's degree in Computer Science or Information Systems (e.g., EPFL, HEU, HES) or equivalent qualification. Certification or training in Business Analysis (e.g., ECBA, CCBA) and training in Project Management and/or Change Management.
Experience
- Minimum 5 years of professional experience, ideally within a public administration setting
- Professional experience in defining and modeling processes
- Professional experience in functional testing and defining acceptance criteria
