Job Summary

This role involves supporting the District Government of Münster in the crucial area of European Regional Development Fund (ERDF) financing, focusing on the technical review of construction-related funding applications. The successful candidate will join Department 35, which handles various aspects of construction, urban development, and architectural preservation. Day-to-day tasks include providing technical construction advice to applicants during the application and approval process, meticulously reviewing funding applications and statements of expenditure, and contributing to project management and controlling. This position requires strong foundational knowledge in construction law, public procurement, and contract law, along with practical experience in planning, tendering, execution, and billing of building projects (Hochbaumaßnahmen). The role is vital for promoting interesting regional development projects aimed at reducing regional inequalities within the EU, offering a secure, permanent position within a public administration setting.

Required Skills

Education

Successful completion of a university degree (Diploma or Bachelor) in Architecture, Civil Engineering, or another technical field with relevant practical experience.

Experience

  • Practical experience in planning, tendering, awarding, execution, and billing of building construction measures (Hochbaumaßnahmen)
  • Foundational knowledge in the planning, site supervision, and billing of construction measures (VOB/VHB/HOAI)
  • Knowledge of legal and administrative regulations, especially construction, procurement, and contract law
  • Experience in the technical management, steering, and coordination of construction measures

  • Willingness and ability to conduct business travel is required. Flexibility regarding deployment in other related areas within Department 35 is expected.
