Job Summary

The Federal Office of Civil Protection and Disaster Assistance (BBK) is seeking an experienced and strategic Head of Division to lead the Z.I.1 'Personnel Recruitment and Development' department in Bonn. This critical leadership role involves managing a team of 17 employees and overseeing the full spectrum of modern HR management, including steering recruitment processes, establishing the employer brand, managing employee training and development, and controlling a multi-million Euro personnel budget. The successful candidate will play a central strategic and operational role in shaping the BBK's continued growth and ensuring employee satisfaction. Key requirements include a Master's degree or equivalent in a relevant field (e.g., Business or Administrative Sciences), proven leadership experience, and practical professional experience in public sector personnel management. Required Skills

Education

Master's degree (University Diploma) in a relevant field such as Business or Administrative Sciences, or qualification for the higher non-technical civil service. Alternatively, qualification for judicial office (with a minimum combined score of 13 points in the first and second legal state examinations).

Experience

  • Professional experience in personnel management, preferably within a public authority
  • Demonstrated experience in personnel recruitment, marketing, and development is desirable
  • Experience in disciplinary and technical leadership is ideal
  • Experience in managing and controlling a personnel budget

Additional

  • Willingness to undergo an extended security clearance check. Mandatory participation in the BBK's crisis organization. Must be eligible for salary group E 13 (Tariff employees) or A 13h (Civil Servants) or higher.
