Job Summary
This role involves comprehensive financial management and controlling responsibilities within Department III of the Havelland District Administration, a major regional employer. The officer will be instrumental in ensuring sound financial health by managing the overall budget responsibility for the department, which covers diverse areas including HR, organization, disaster protection, and environmental protection. Key tasks include preparing annual financial plans for both operating and investment budgets, conducting rigorous budget monitoring, performing variance analyses (actual vs. plan), and providing strategic decision support to department leadership. The position requires a degree in Business Administration or equivalent, strong knowledge of municipal accounting (Doppik), and expertise in building and maintaining centralized controlling systems. Required Skills
Education
Completed university degree (Bachelor or equivalent) in Business Administration, Industrial Engineering, General Administrative Economics, Finance and Accounting, or Controlling; minimum successful qualification for the higher non-technical administrative service
Experience
- Professional experience in municipal budget management and treasury regulations
- Experience in developing and maintaining centralized controlling systems
- Experience supporting strategic decision-making through financial analysis
- Experience in preparing annual financial plans (operating and investment budgets)
