Job Summary

The City Administration of Frankenthal (Pfalz) is seeking a Project Manager to establish and continuously oversee their Tax Compliance Management System (TCMS) within the Budget and Finance department. This role is central to ensuring sound financial management and compliance. Key responsibilities include identifying, assessing, and managing tax risk fields in collaboration with specialist departments, implementing appropriate control measures, and developing a comprehensive contract management system, including contract screening. The successful candidate will also be responsible for reviewing tax declarations, supporting appeals and external audits, and developing and conducting internal training sessions to enhance tax awareness among staff. Candidates must possess a background in public administration/finance or tax law, coupled with expertise in VAT and corporate tax law, and demonstrate strong analytical, structured, and solution-oriented project management skills. This is a full-time, permanent position offering competitive public sector compensation and flexible working hours.

Required Skills

Education

Bachelor of Arts - Public Management, Bachelor of Laws in Higher Tax Administration Service, Certified Financial Economist (Dipl.-Finanzwirt), or comparable qualification; Qualification for the third entry-level career path in Administration and Finance

Experience

  • Professional experience in the field of Tax Compliance Management or related financial areas
  • Experience with the regulations of § 2b UStG (ideally)
  • Experience in project work or moderation (ideally)
