Job Summary

The City of Kleve is seeking a dedicated Group Leader for its Social Services and Case Management department. This permanent, part-time position (25 hours/week) involves critical oversight of case managers, focusing on quality assurance and complex case resolution within the framework of German social law (SGB II, SGB X). Day-to-day responsibilities include reviewing negative decisions, providing expert consultation to case managers on difficult cases, managing digital customer inquiries, and authorizing significant expenditures (over €1,500 or long-term training). The role requires strong leadership in preparing and conducting team meetings, performing quality checks to meet key performance indicators, and driving digital adoption within the administration. Ideal candidates possess a background in public administration or relevant legal expertise, coupled with excellent communication, conflict resolution, and intercultural skills to effectively support staff who advise individuals in challenging life situations.

Required Skills

Education

Completed training in the former higher non-technical service, or successful completion of Administrative Course II (Verwaltungslehrgang II/AII)

Experience

  • Professional experience in public administration or a comparable field
  • Experience in managing and leading teams (conducting performance reviews and team meetings)
  • Experience in financial authorization and expenditure approval (four-eyes principle)
  • Experience with IT specialized applications (willingness to quickly acquire missing knowledge is required)
