Job Summary

This is a full-time, permanent position within the Central Services Directorate of the Olpe District Police Authority, focusing on critical personnel development and administrative tasks. The specialist will be responsible for updating the personnel development concept and related instruments, implementing leadership frameworks, and managing the annual police recruitment and staffing process. Key duties also include the organization of civil service assessment and promotion procedures, handling internal and external staffing processes for both civil servants and salaried employees, and preparing administrative court proceedings. Candidates must possess a background in public administration or a relevant degree in Personnel Management or Business Administration, coupled with strong organizational, communication, and strategic thinking skills to ensure efficient and compliant personnel operations within the public sector framework.

Required Skills

Education

Qualification for Career Group 2, First Entry Level (formerly Higher Service) in general non-technical service, or completed Administrative Course II, or a foundational university degree (Diplom DI, FH, or BA) in Personnel Management or Business Administration with a focus on Personnel Development/Management, or Certified Specialist in Personnel (Fachkaufmann/-frau für Personal), or Certified Specialist in Personnel Services (Fachwirt/-in für Personaldienstleistung), or equivalent degrees/qualifications.

Experience

  • Professional experience in personnel management within the public administration sector is desirable
  • Professional experience in personnel development is desirable
  • Experience in handling administrative court proceedings (Abwicklung und Vorbereitung verwaltungsgerichtlicher Verfahren)
