Job Summary

The City of Aachen is seeking an IT Administration Specialist to manage and strategically align central IT services, excluding SAP and DMS, within the Digital Administration and IT Control department. This role is crucial for ensuring the operational stability and strategic development of key municipal IT applications, such as the Moodle Learning Management System and the reporting system for defects (Mängelmelder). Day-to-day responsibilities include leading IT projects for system selection and development, managing vendor contracts and service level agreements (SLAs), and overseeing product and license management. The specialist will also handle IT controlling, including budget management and assessing the financial impact of new IT projects. The ideal candidate will possess a university degree in IT or a related field, or equivalent administrative qualifications, paired with strong IT expertise, negotiation skills, and a high degree of self-initiative to drive digital transformation within the public sector.

Required Skills

Education

University degree (Bachelor or Diploma) in Computer Science, Electrical Engineering, Communications Engineering, or a relevant field; OR qualification for the higher intermediate administrative career track (Laufbahngruppe 2, first entry level); OR successful completion of Administrative Course II; OR relevant vocational training (e.g., IT systems electronics technician, IT systems salesperson, operational electronics technician) combined with IT expertise; OR equivalent qualifications and demonstrable IT-related supplementary qualifications.

Experience

  • Professional experience in IT (Data processing programs, technical implementation)
  • Experience in IT Project Management (desirable)
  • Several years of professional experience in municipal administration, ideally with an IT focus (desirable)
