Job Summary
This role involves leading the Organizational Department for the City of Stendal, a major public employer in Saxony-Anhalt. The Head of Department is responsible for managing daily operations, providing technical guidance to staff, overseeing internal service law (including official instructions and agreements), and managing the departmental budget and procurement. A significant focus is placed on strategic organizational development, including advancing the organizational structure (personnel concepts, job plans), managing space planning and relocation, and driving process management through analysis and optimization of business workflows. The successful candidate will also lead strategic change projects, such as the introduction of new working methods, digitalization initiatives, and document management systems, ensuring the efficient and forward-looking operation of the entire administration.
Required Skills
Education
University degree (Bachelor or equivalent) in Public Administration, Administrative Economics, Public Management, or similar fields, or successful completion of a Level II Employee Training Course
Experience
- Professional experience in organizational development, including creating various organizational plans (e.g., job plans, personnel concepts)
- Leadership experience required
- Experience and expertise in job evaluation procedures (desirable)

- Willingness to attend meetings outside of regular service hours, particularly in the evenings; Participation in on-call duties, involvement in the municipal crisis staff, and assistance with elections is required; Initial fixed-term contract of 2 years as a probationary management position (according to § 31 TVöD).
