Job Summary

This role involves strategically managing human resources with a primary focus on securing and retaining skilled professionals for the public administration sector. Day-to-day tasks include analyzing personnel needs, developing and implementing concepts for talent acquisition, and running comprehensive recruiting and employer branding campaigns. A key responsibility is expanding training and academic programs, mentoring apprentices, and cooperating with educational institutions. The manager will also design programs for flexible working hours, professional development, and health management (BGM/BEM) to boost employee retention. Furthermore, the position requires providing expert consultation to management, coordinating with the Works Council, and handling HR statistics, reporting, and potentially covering payroll and contract drafting. This position offers significant scope for shaping modern, service-oriented HR strategies within a public administration setting, requiring strong analytical and communication skills.

Required Skills

Education

Completed university degree in Administrative Law, Business Administration (BWL), Psychology, Pedagogy, Social Sciences, or Economics with a focus on Personnel Management. Alternatively: Completed training in the higher non-technical administrative service, supplemented by relevant further training in personnel management. Preferably completed Trainer Aptitude Examination.

Experience

  • Professional experience in Human Resources Management (preferably in public administration)
  • Experience in recruiting, employer branding, personnel development, or health management
  • Experience in project work and implementing strategic HR measures
  • Experience with key figure analysis (e.g., fluctuation rates, training coverage)

  • Knowledge of public service law (Dienstrecht and Haushaltsrecht). Secure application of German labor and administrative laws (e.g., JArbSchG, AGG, EFZG). Knowledge of Social Security Law and Personnel Representation Law (BPersVG/LandesPVG). Unrestricted contract duration. Minimum working hours of 30 hours per week (part-time or full-time).
