Job Summary
The City of Neumünster is seeking an HR Development Officer to join their Personnel Department. This role involves identifying HR development needs, and then conceptualizing and implementing relevant instruments, such as performance appraisal systems and leadership development programs. A key part of the role will be process design for HR development tools, including leading the implementation of a Learning Management System and continuously developing content. The successful candidate will also provide individual consultation to employees on qualification measures, coaching, and training programs, and manage central training planning. This position offers a meaningful role in shaping future HR work for the public sector, contributing to employee retention, and participating in broader administrative projects like New Work.
Required Skills
Education
Qualification for career group 2, 1st entry-level in General Services, or comparable employees with Angestelltenprüfung II; alternatively, a successful university degree in Business Administration, Law, Human Resources Management, Business Psychology, or Pedagogy.
Experience
- • Professional experience in HR development, or training and further education, schooling, or vocational training is ideal

- Part-time employment (32.5 hours/week) is required, with potential for flexible working hours and home office models.
