Job Summary

The City of Herten, a key player in the Rhine-Ruhr metropolitan region, seeks a dedicated Head of Financial Management to lead its Treasury Department. This crucial, full-time, permanent role involves comprehensive leadership, including personnel, product, and budget responsibility for the entire Financial Management division. The successful candidate will oversee essential financial areas such as budget planning, execution, credit management, municipal shareholdings, overall financial statements, and grant management. Day-to-day duties involve coordinating the budget process, preparing the annual budget ordinance and plan, advising departments on budget execution, and acting as the main contact for auditors. Key requirements include deep expertise in municipal budgetary law (GO NRW, KomHVO NRW), strong leadership capabilities, communication skills, and organizational acumen. Candidates must hold a relevant degree in Public Administration or Business Administration, or equivalent civil service qualification, coupled with a minimum of five years of professional experience in municipal administration.
