Job Summary

This role involves supporting the City of Garbsen's organizational development initiatives, focusing heavily on strategic human resources and process optimization. The Administrative Officer will be responsible for developing and implementing a fundamental model for key performance indicator (KPI) determination in personnel management and resource planning. Key daily tasks include advising management on structured resource planning, documenting and optimizing business processes (ideally using BPMN 2.0 standards), and resolving interface issues between departments. A crucial component of the job is creating official job evaluation reports based on collective bargaining and civil service law, alongside establishing and maintaining a city-wide knowledge management system. Candidates must possess a relevant Bachelor's degree in Administrative Sciences or equivalent, or have successfully completed the Angestelltenprüfung II (Employee Examination II), coupled with at least two years of relevant professional experience within a municipal employer setting.
