Job Summary
This full-time, permanent position at the State Office for Quality Assurance and Information Technology in Teacher Training (LAQUILA) in Dortmund focuses on driving digitalization and e-government initiatives. The successful candidate will lead and implement complex, strategic projects, optimize administrative and business processes through analysis and modeling, and conduct detailed requirements analyses. The role involves active participation in inter-agency working groups, taking project responsibility for digital solutions, and managing project communication and change. Additionally, the specialist will advise administrative units on digitalization, coordinate the EVA service desk, and provide training on software products. This position offers a unique opportunity to shape the digital transformation within the public administration sector, specifically in teacher training, in a supportive and flexible work environment.
Required Skills
Education
University degree (Master or University Diploma) in Public Management/Administrative Management/eGovernment, Administrative Sciences, Digital Transformation, Informatics, Business Informatics, or Administrative Informatics, OR a university degree (Bachelor or FH Diploma), preferably in one of the mentioned fields.
Experience
- Relevant professional experience in digitalization projects, preferably within public administration
- Knowledge in project management and the use of project management tools (e.g., Jira / Confluence) (desirable)
- Knowledge in project, process, and change management (desirable)
- Basic knowledge in data protection and IT security (desirable)
- Practical experience in accompanying organizational change processes (desirable)
