Job Summary

The Federal Office for Logistics and Mobility (BALM) is seeking a highly competent and motivated leader to head the 'Control Technology' division (Referat K4) in Cologne. This division acts as the technical and digital think tank for the agency's traffic control services, managing the functionality, operation, and advanced development of high-tech and digital control systems for a fleet of approximately 550 vehicles, making it one of the most modern of its kind. The successful candidate will be responsible for leading and motivating a large, heterogeneous team, overseeing all operational processes, and ensuring effective budget planning and execution. Key duties include driving the development of hardware and software components for control platforms, advancing stationary control technology (like modern weight control stations), and managing tasks related to the BOS digital radio system. This role requires strong strategic competence, decisive leadership, and the ability to proactively identify and implement technological advancements while collaborating effectively with internal stakeholders and external service providers.

Required Skills

Education

University Diploma or Master's degree in Law, Administrative Sciences, Economics, Electrical Engineering, or Computer Science; or equivalent qualifications and experience; or eligibility for the higher non-technical or technical administrative service of the Federal Government.

Experience

  • Demonstrated ability to lead large, heterogeneous organizational units (personnel and organization)
  • Multi-year leadership experience required
  • Professional experience in the sought-after technical or administrative area (if degree is not directly relevant)
  • Experience in project or planning activities (desirable)
